Vice Governor Edy Pratowo Opens Internal Supervision Coordination Meeting On Finance and Development at Provincial Level
PALANGKA RAYA – EXECUTIVE ADMINISTRATION BUREAU. Vice Governor H. Edy Pratowo opened the Internal Supervision Coordination Meeting on Finance and Development of Central Kalimantan at Jayang Tingang Hall, Governor’s Office, Palangka Raya, Thursday (03/06/2021).
The meeting was held at the initiative of the Finance and Development Supervisory Agency (BPKP) based on Government Regulation Number 40 of 2008 on Government’s Internal Control System (SPIP) and Presidential Regulation Number 192 of 2014 on BPKP. Meanwhile, the meeting was carried out to increase the synergy between BPKP and APIP throughout the Central Kalimantan Province in order to resolve strategic issues in Central Kalimantan, especially related to the supervision of the management of Regional Original Revenue (PAD).
It is hoped that this meeting can produce an agreement on an action plan in the context of strengthening the governance of Regional Original Revenue. The meeting raised the theme “Strengthening Governance of Regional Original Revenue through Increased Supervision of Government Internal Supervisory Apparatus” and was attended by Regents/Mayor or their representatives, Head of the relevant Services/Offices, and Regional Inspectors throughout Central Kalimantan and held with both live and virtual discussion methods using zoom meeting and the speakers were the Provincial Secretary of Central Kalimantan Fahrizal Fitri, Head of the Task Force for Directorate III of the Corruption Eradication Commission Edi Suryanto, Inspector General of the Ministry of Home Affairs IV Inspectorate General of the Ministry of Home Affairs Arsan Latief, and Head of BPKP Representative for Central Kalimantan Office Bambang Aris Setiono.
In Governor’s remarks read by Vice Governor Edy Pratowo, Governor said that this meeting is a good momentum to equalize perceptions in order to achieve regional financial fiscal independence, especially in the ranks of the Government Internal Supervisory Apparatus (APIP). “With the implementation of this meeting, it is hoped that the design of supervision, the Action Plan for monitoring Regional Original Revenue management between BPKP Representatives and APIP Regional Governments throughout Central Kalimantan can be determined,” said the Governor.
In addition, Governor invites all components and stakeholders to continue to strengthen coordination and synergy, so as to be able to carry out all development programs, making Central Kalimantan more BERKAH. “We hope that this event is not only ceremonial, but more than that, it becomes a form of joint seriousness to realize a clean, transparent and accountable government in the Central Kalimantan Province,” said Governor.
Meanwhile, Central Kalimantan Inspectorate Senior Expert Auditor Sapto Nugroho acted as moderator in the discussion session. In his presentation, the Head of Task Force for the Directorate III of the KPK, Edi Suryanto, conveyed the vision of KPK together with all levels of society to reduce corruption to realize an Advanced Indonesia with various missions, including prevention and eradication efforts where eradication is defined as the prevention and enforcement of corruption crimes. As regulated in Law Number 19 of 2019, the Korsupgah Task Force participates in monitoring and supervising the eradication of corruption.
Edi said there were 403 complaints based on data from Central Kalimantan until May 2021 from various regencies and municipality. “Indeed, this is only a number, but we make the question whether we will handle all of it? So, this is where we emphasize that APIP will be very important in handling and following up on these complaints,” he said.
In the future, most of these complaints will be submitted to APIP of each regency and provincial government. For this reason, Edi emphasized the importance of the support/commitment of the Regional Head/Vice Regional Head towards strengthening the APIP to handle complaints that are not the authority of KPK. The support is in the form of strengthening Human Resources/HR, both in quantity and quality/certification, budget, and infrastructure.
Meanwhile, Provincial Secretary Fahrizal Fitri presented an explanation regarding the Provisional Government’s Strategy to Increase Regional Original Revenue during COVID-19 Pandemic. The Provincial Secretary explained the innovations of regional original revenue. “The progress of this revenue depends on the innovation and creativity of the institutions that collect regional revenues,” he said.
On the closing occasion, the Head of Central Kalimantan BPKP Representative Office, Bambang Ari Setiono, presented an explanation regarding the Importance of Risk Management in Governance of Regional Original Revenue and Monitoring of Regional Original Revenue Management Conducted by APIP. “APIP must understand risk management, risk-based auditing, know the fraud control plan or control over fraud. These are the competencies expected from APIP,” concluded Bambang.
After the discussion, the event ended with the signing of the Memorandum of Understanding on the results of the coordination meeting by all regional inspectors throughout Central Kalimantan witnessed by Vice Governor Edy Pratowo, Provincial Secretary Fahrizal Fitri, and Head of Central Kalimantan BPKP Representative Office Bambang Ari Setiono.
