Commemorating International Anti-Corruption Day, Central Kalimantan Governor Attends Corruption Eradication Commission’s (KPK RI) National Seminar on Strengthening Ttransparency and Accountability for Procurement of Goods and Services
BANJARMASIN – EXECUTIVE ADMINISTRATION BUREAU. Central Kalimantan Governor H. Sugianto Sabran attended a National Seminar on Strengthening Transparency and Accountability for Procurement of Goods and Services organized by the Corruption Eradication Commission (KPK RI) which was held at Mahligai Pancasila Building, Banjarmasin, South Kalimantan, Thursday (2/12/2021).
This National Seminar is a series of commemorations for International Anti-Corruption Day (HAKORDIA) in 2021 which is commemorated every December 9 and brings the theme “Together We Create Anti-Corruption Culture”. The national seminar presented speakers, including KPK Leader Lili Pintauli Siregar, Director of Strategy and Policy Development for LKPP Procurement, Emin Adhy Muhaemin, Deputy for Investment at BPKP, Agustina Arumsari and Director General of Construction Development of Ministry of Public Works and Housing Yudha Mediawan. Meanwhile, the South Kalimantan Governor H. Sahbirin Noor and the Deputy Governor of West Kalimantan, as well as the Governor of Special Region of Yogyakarta, Central Java Governor and East Java Governor were represented, respectively, to take part in the national seminar virtually.
In accordance with the policy direction of the President of the Republic of Indonesia regarding the National Strategy for Corruption Prevention, Presidential Regulation Number 54 of 2018 on the National Strategy for Corruption Prevention has been issued. The purpose of the National Strategy is as collaboration among institutions and agencies to prevent the occurrence of criminal acts of corruption. This National Strategy is of course a national policy direction that includes a focus on corruption prevention targets that are used as a reference for all ministries/regional government institutions and other stakeholders in carrying out corruption prevention actions. KPK provides assistance in the implementation of preventing corruption in all local governments through the Monitoring Center for Prevention (MCP) application with a focus on 8 areas, namely APIP management (Government Internal Supervisory Apparatus), optimization of regional taxes, Regional Budget’s planning and budgeting, one-stop integrated services, state civil apparatus management and procurement of goods and services, management of regional assets, and governance of village funds.
In her speech, KPK leader Lili Pintauli Siregar said that there were various points that were prone to corruption that occurred in regional governments which were hoped to be avoided. In addition, Lili also displayed the mode of corruption at the stage of the Procurement of Goods/Services (PBJ) which is prone to occur in the budget planning process, the government’s PBJ implementation and the monitoring process.
The creation of a good Goods/Services Procurement Working Unit (UKPBJ) cannot be separated from the implementation of the inherent guidance and supervision of UKPBJ. This can happen if the Provincial Government, namely the Governor, conducts guidance and supervision to regencies/municipality government and the guidance/supervision of the provincial government in institutional aspects by the Director of Regional Autonomy. Meanwhile, in the aspect of goods and services, the Inspector General and LKPP carry out technical guidance for the Governor.
“The development of UKPBJ with integrity can be created if this institution makes efforts and has organizational policies to support the achievement of personal integrity. In addition, the institution must take consistent action in accordance with the values, goals and duties of the institution,” concluded Lili.
The National Seminar was also attended virtually by inspectors from all regencies/municipality in South Kalimantan as well as members of Regional Leadership Coordination Forum of South Kalimantan and it was broadcast over KPK RI’s YouTube channel. (dew/man/translated by feb)
