Representing Acting Provincial Secretary, Assistant for General Administration Attends Webinar Discussion on Regional Financial Management Post Equalization of Positions
PALANGKA RAYA – EXECUTIVE ADMINISTRATION BUREAU. Assistant for General Administration Lies Fahimah, representing the Acting Provincial Secretary Nuryakin, attended the Regional Financial Webinar Series 2 virtually from Bajakah 2 Meeting Room, II Floor, Governor’s Office, Wednesday (19/1/2022). The event, which was organized by the Directorate General of Regional Financial Development, Ministry of Home Affairs discussed the topic “Acceleration of Regional Budget and Expenditures (APBD) Realization and Appointment of Financial Management Officers Post Equalization of Positions in Local Governments”.
The webinar itself was held following the issuance of Regulation of the Minister for State Apparatus Empowerment and Bureaucratic Reform (Permenpan RB) Number 17 of 2021 on Equalization of Administrative Positions into Functional Positions which mandated structural officials to be transferred to functional officials as well as Permenpan RB Number 25 of 2021 which regulates the implementation of simplification reforms of organizational structure. This is considered to affect the work system and regional financial management within the scope of regional government.
The webinar was opened by the Acting Daily Executive Director General of Regional Finance, Agus Fatoni, who in this case was represented by the Director of Implementation and Accountability for Regional Finance. “This webinar focuses more on steps, especially strategic steps, anticipating various obstacles/challenges, also finding solutions to various causes of low budget absorption,” said the Director of Regional Finance Implementation and Accountability when delivering the speech.
In addition, this Webinar is also intended to increase perceptions in understanding tasks with equalization or the impact of bureaucratic reform. “Functional officials as coordinators or as sub-coordinators regulated in laws and regulations related to regional financial management certainly need to get understanding and also have a common view and perception,” explained Acting Daily Executive Director General of Regional Financial Development in his remarks delivered by the Director of Regional Finance Implementation and Accountability.
Acting Daily Executive Director General of Regional Financial Development represented by the Director of Regional Finance Implementation and Accountability, hopes that this Webinar can increase understanding and same perception between officials and ASN in understanding the roles, duties, and responsibilities of functional officials who act as coordinators or sub-coordinators in implementing the regional financial management.
“This webinar is also expected to be able to improve the performance of the achievement of program targets, activities, and budgets in 2022 and future APBD as well as to formulate steps to support national programs, including the handling and controlling Covid-19, infrastructure development, and improving the quality of public services, as well as the recovery of the national economy,” he added.
Meanwhile, the presence of the Inspector General of the Ministry of Home Affairs is expected to strengthen the role of the Government Internal Supervisory Apparatus (APIP) in supervising the implementation of financial management as well as the implementation of the duties and functions of functional officials, both middle functional officials and junior functional officials, as coordinators and sub-coordinators in carrying out their duties as budget users as well as the officials implementing technical activities.
This webinar was attended virtually by the Regional Secretaries or the representatives, Regional Inspectors or the representatives, Heads of the Regional Finance and Assets Agency, Heads of the Regional Revenue Agency, and Heads of the Provincial and Regency/Municipality Regional Civil Service Agency throughout Indonesia.
