Deputy Governor Opened Workshop on Deepening the Responsibility of the South Barito Regional House of Representatives
PALANGKA RAYA – EXECUTIVE ADMINISTRATION BUREAU. Deputy Governor of Central Kalimantan Edy Pratowo attended the opening of Workshop on the Deepening of Responsibility for Leaders and Members of the South Barito Regional House of Representatives in 2022, Thursday (10/03/2022), at the Ballroom of Best Western Batang Garing Hotel, Palangka Raya.
Also attending this activity were the Head of Sub-Directorate Region II, Directorate of Institutional Facilitation and Regional Apparatus Personnel, Directorate General of Regional Autonomy, Ministry of Home Affairs, Republic of Indonesia Rozi Beni as resource person, Leaders and Members of the South Barito Regional House of Representatives, Assistant for Government and Public Welfare Katma F. Dirun, and Head of the Human Resources Development Agency Sri Widanarni.
In the Governor’s remarks read by the Deputy Governor Edy Pratowo, the Central Kalimantan Governor explained that as an equal partner to the Regional Head, the Regional House of Representatives has a role and responsibility in realizing efficiency, effectiveness, productivity, and accountability in the administration of regional government through its implementation of the rights, obligations, duties, authorities, and functions.
“The important role and vital function of the Regional House of Representatives need figure or profile of council members with excellent competence, extensive knowledge, reliable skills, and good attitudes,” he said.
In addition, the Governor also conveyed about the management of regional budgets, where this can actually play an important role in alleviating poverty and creating prosperity in the region.
“However, not many regions, in province, regencies, and municipality can manage their regional finances well, so that they can significantly reduce poverty and create prosperity in their regions. This is mostly due to the fact that the regions face various budgeting problems, both external (sources of funding, regulation, and discretion) and internal (management, natural resources, and human quality),” he explained.
The problems surrounding regional financial policies cannot be separated from the systems, mechanisms, and behavior of local governments in managing their finances. Various important issues related to regional financial management include problems that occur in all stages of budgeting (planning, ratification, implementation, and accountability). Therefore, these various problems should be the basis for financial policies, both in the KUA-PPAS and the annual RAPBD, and regulations on regional financial management. The Regional House of Representatives as a representation of the aspiration of the community at the local level, of course has the quality of public services, solving the problem of poverty, and improvement of community welfare. The main tool to achieve this is a participatory, transparent and accountable Regional Budget.
“I hope that all workshop participants can take advantage of this event and can adopt all the lessons learned and can implement them in daily activities so that a competitive bureaucracy is achieved to support the achievement of local government performance through the vision and mission of the regional government that has been set, to make Central Kalimantan more BERKAH (Dignified, Beautiful, Religious, Strong, Trustworthy, and Harmonious),” concluded the Governor through Deputy Governor Edy Pratowo.
