The resource persons at the event were from the State Civil Apparatus Commission (KASN), namely the Commissioner for Supervision of High Leadership Positions Region I Rudiarto Sumarwono and Assistant Commissioner for Supervision of Placement of High Leadership Positions for Region I John Ferianto.
This activity is in order to provide an understanding to the participants regarding the application of the Merit System which is ASN’s policy and management based on qualifications, competence, and performance in a fair and reasonable manner without any discrimination, so that it is expected to further encourage the realization of Central Kalimantan ASN’s quality who are professional, competent, neutral, with integrity and high performance.
The Deputy Governor of Central Kalimantan in his remarks which was read by Acting Provincial Secretary said that the position of the State Civil Apparatus Commission in the implementation of ASN management based on a merit system was to be at the forefront of its implementation which has the function of overseeing the implementation of basic norms, codes of ethics, and ASN code of conduct in ASN policies and management in government institutions.
“In implementing this ASN management merit system, KASN goes hand in hand with numbers of ministries such as the Ministry of Administrative and Bureaucratic Reform (PAN-RB), the National Civil Service Agency (BKN), and the National Institute of Public Administration (LAN) with their respective duties and functions, up to the President as the holder of the highest government power in policy, professional development, and ASN management. ASN policies and management based on qualifications, competence, and performance are applied fairly without discrimination,” he said.
With the presence of KASN at every opportunity to supervise the merit system in the regions, it is hoped that it can prevent violations and abuses of HR management, such as transfers, promotions, and dismissals that are not in accordance with applicable regulations, so as to suppress violations that may occur because the ASN are placed inappropriately and not in line with their competence, performance, and qualifications of the position occupied.
“I hope that the resource persons from KASN can provide an understanding regarding regulations in resolving policy and technical issues related to ASN management development policies, by conveying material to participants in as much detail as possible. In addition, to the participants, I hope that they will be able to follow intensively and be able to directly discuss all the problems they face with the resource persons, so that the goal of implementing the promoted merit system can be achieved in order to encourage the realization of Central Kalimantan to be more BERKAH,” concluded the Deputy Governor of Central Kalimantan. through Acting Provincial Secretary Nuryakin.
