Executive Administration Bureau of Central Kalimantan Regional Secretariat Supports Development of Electronic-Based Governance
PALANGKA RAYA – EXECUTIVE ADMINISTRATION BUREAU. The implementation of governance in the era of technological development 4.0 is required to be more effective and efficient by utilizing advances in information and communication technology. In order to improve and develop the administration of electronic-based governance with an integrated e-government information system, all regional government institutions or work units of Central Kalimantan Provincial Government are asked to submit information about their applications to the Coordination Team of the Electronic-Based Government System (SPBE) of Central Kalimantan Province.
The explanation of the applications owned and managed by each regional government institutions was delivered in a coordination meeting held on 6-9 June 2022 in the room of E-Government Service Division of the Communication, Information, Encryption, and Statistics Office of Central Kalimantan Province (Diskominfosantik). The presentation on application data identification and its supporting data are submitted to the office as the Secretariat of the Central Kalimantan SPBE Coordination Team, at the meeting schedule that has been set for each regional government institutions.
In addition to improving and developing the implementation of electronic-based governance with an integrated e-government information system, the efforts of the SPBE Coordination Team are also carried out to improve public services for the data and information needs of the Central Kalimantan Province that are effective and efficient, as a form of implementation of Law Number 14 of 2008 concerning Openness of Public Information, Law Number 25 of 2009 concerning Public Services, and Presidential Regulation Number 95 of 2018 concerning SPBE.
Recognizing the importance of being responsive to the development of information and communication technology as well as the importance of realizing good governance, the Executive Administration Bureau of the Regional Secretariat of Central Kalimantan Province also utilizes internet-based digital technology for public information disclosure.
The official website of the Executive Administration Bureau (formerly the Public Relations and Protocol Bureau and the Protocol and Public Communication Bureau, red) has been developed since 2015. Until now, the Executive Administration Bureau has owned and managed two official websites, namely biroadpim.kalteng.go.id and setda.kalteng.go.id. In the future, it is also planned to launch the Website of the Information Management and Documentation Officer (PPID) of the Executive Administration Bureau. In fact, it is not only public information service applications, in the future it is also possible to plan to develop web-based applications for executive administration services.
Following the current development of digital technology, the Executive Administration Bureau also uses various social media platforms for publication tasks and functions, of which 90% have pocketed a “blue tick”.
Meanwhile, in order to support the improvement and development of the management of various digital media, the Executive Administration Bureau will seek to upgrade or improve the capabilities of its human resources and increase the procurement of supporting facilities and infrastructure.
Through the Division Head of Planning and Personnel of the Central Kalimantan Regional Secretariat Amelia Noor Afiat, Thursday (9/6/2022), it was stated that the Executive Administration Bureau would increase its budget to support the efforts of the Central Kalimantan Provincial Government in improving and developing the implementation of electronic-based governance. “We will propose an additional budget to the revised budget this year,” said Amelia.
Meanwhile, the Division Head of E-Government Services of the Communication, Information, Encryption, and Statistics Office of Central Kalimantan Province Syayuti revealed that in order to improve and develop the implementation of electronic-based governance, a Governor Regulation is being drafted that regulates the management of SPBE in Central Kalimantan Province. “This governor regulation can later be used as a legal basis for budgeting for web-based application management for regional devices,” explained Syayuti.
At this coordination meeting, each regional government institutions was also asked to sign an agreement letter on optimizing the utilization of the server of Communication, Information, Encryption, and Statistics Office of Central Kalimantan Province to help provide Virtual Private Server (VPS) services at the Central Kalimantan Provincial Government Data Center. The agreement letter will be signed by the Head of the Communication, Information, Encryption, and Statistics Office of Central Kalimantan Province and the Heads of Regional Government Institutions of Central Kalimantan Provincial Government.
The coordination meeting, which is scheduled to last for four days, will include representatives of related structural officials from each regional government institutions of Central Kalimantan Provincial Government as well as a number of computer officers and public relations officers or administrators of website/application managed by each regional government institutions.
