Building Emotional and Humanist Relations with People to Realize Agrarian Reform
PALANGKA RAYA – EXECUTIVE ADMINISTRATION BUREAU. Acting Provincial Secretary Nuryakin, represented by Assistant for Government and People’s Welfare Katma F. Dirun, was present as one of the resource persons at the Leadership Meeting for the Evaluation of Complete Systematic Land Registration Acceleration (PTSL) in 2021 and the Action Plan for 2022. The event held by the Central Kalimantan Regional Office of the Ministry of Agrarian and Spatial Planning/ National Land Agency (ATR/BPN) took place at the Ballroom of Aquarius Hotel, Wednesday (19/1/2021).
The presentation by Katma F. Dirun brought a theme “Support from the Central Kalimantan Provincial Government towards Agrarian Reform”. In his presentation, Katma F. Dirun explained the background of agrarian performance which basically wants to realize social peace that is built democratically.
Meanwhile, the meeting also raised the issue of agrarian conflicts, one of which is caused by a priori against the government. For that, a strategy is needed to build social relations, humanist relationships, and build emotional relationships between the government and people. “Building relationships based on informal authority, not just the government with the government but the community with the community because the government is part of the community assigned to the executive,” said Katma while inviting all parties to work together with the community to realize agrarian reform.
Regarding the agrarian conflicts between indigenous peoples and entrepreneurs or between communities, it requires the role of government to pay serious attention and take sides with the people. “Without us being them, we will never know how society feels,” he explained.
It is realized that the presence of other parties with an interest in the uncertain situation, plus the political climate, adds to the complexity of the problem. “Our informal approach is carried out in line with political action, turning opponents into friends, and convincing people who only put their hope in the government,” he said.
For this reason, it is hoped that all stakeholders will work together and synergize between the Provincial/Regency/Municipality Government and the Provincial/Regency/Municipality BPN to make agrarian reform a success and continue to involve all stakeholders in the community to start building emotional relationships between the government and the people, including indigenous peoples.
The presentation was followed by a discussion. Also present in the discussion was the Head of Central Kalimantan Regional Office of the Ministry of ATR/BPN. The discussion was attended by a number of Heads of Land Agency throughout Central Kalimantan.
