Acting Provincial Secretary Attended Webinar of Ministry of Home Affairs on Policy Regarding Additional Employee Income in Regional Government
PALANGKA RAYA – EXECUTIVE ADMINISTRATION BUREAU. Acting Provincial Secretary Nuryakin attended a Regional Finance webinar themed “Policy on Providing Additional Employee Income (TPP) in Regional Governments” organized by the Directorate General of Regional Financial Development of the Ministry of Home Affairs. The event was attended virtually from Bajakah Meeting Room, Governor’s Office, Thursday (24/2/2022).
The webinar was opened by Acting Director General of Regional Finance of the Ministry of Home Affairs, represented by the Director General of Financial Development of the Ministry of Home Affairs, Bahri. In his foreword, Bahri conveyed that the Additional Employee Income policy is regulated in PP Number 12 of 2019 concerning Regional Finance Management Article 58 which states that Regional Governments can provide additional income for employees or public servants with the approval of the Regional House of the Representatives according to regional financial capabilities. TPP is also given based on considerations of workload, place of duty, working conditions, work performance, and other objective considerations.
Furthermore, Bahri explained, the urgency of TPP regulation needs to be in line with the implementation of public servant bureaucratic reform as well as optimization of management. Meanwhile, the purpose of setting the TPP, among others, is as an effort to accelerate the implementation of bureaucratic reform of regional civil servants, the provision of Regional Performance Allowances so that it is in line with implementation at the center (based on grades and rank class), the Draft Government Regulation (RPP) on Regional Performance Allowances is expected to be one of the inputs for the preparation of the RPP for Salaries, Allowances, Facilities (GTF) as mandated by the State Civil Apparatus Law and the pension reform program as well as reducing the gap in the amount of Regional Performance Allowances and providing a decent Regional Performance Allowances (between regions, within a region, and between rank class).
“The calculation of the amount of TPP should also be carried out by considering the potential efficiency factor for certain expenditure items in the Regional Budget Expenditure selectively, so that the provision of TPP for civil servants in regional government is “decent” and will not put more burden on the Regional Budget Expenditure,” said Bahri.
The webinar was attended by Heads of the Regional Asset and Finance Agency, Division Heads of Organizational Administration, Heads of Civil Service Agency at Provincial/Regency/Municipality level throughout Indonesia, and the speakers, including the Director of Evaluation and Information Systems of Directorate of Finance, Finance Ministry, the Director of Regional Budget Planning Ministry of Home Affairs, the Director of Compensation for State Civil Apparatus of State Civil Service, and the Head of the Organizational Administration Bureau of the Ministry of Home Affairs. The webinar was also broadcast on the YouTube channel of the Directorate General of Regional Finance.
