PALANGKA RAYA – EXECUTIVE ADMINISTRATION BUREAU. Assistant for Economy and Development Nurul Edy representing Provincial Secretary Fahrizal Fitri opened the Technical Coordination Meeting on Forestry of Central Kalimantan Province at Hotel M Bahalap, Palangka Raya, Monday (24/05/2021).

This meeting has the theme “Synergy of Forestry Implementation in the Regions after Law Number 11 of 2020 on Job Creation”.

In line with the current regulatory dynamics in order to support the implementation of strategic policies for job creation, various laws have been amended which are not carried out conventionally (one by one) but only through Law Number 11 of 2020.

The Central Kalimantan Provincial Government, through Assistant for Economy and Development Nurul Edy, gave appreciation to the Head of Central Kalimantan Provincial Forestry Office along with the ranks and speakers from the central government who are expected to provide supplies and motivation to the meeting participants to be sincere in carrying out their duties and functions as civil servants and can carry out the mandate of existing legislation.

“Of course, each development sector will be adjusted according to this regulation, including the implementation of the forestry sector. For that, there is a need to have policy dissemination and synergy between institutions as well as between the central government and local governments in supporting its implementation,” said Nurul Edy in his opening remarks from the Provincial Secretary.

Furthermore, Nurul Edy said that the issuance of a Government Regulation elaborating the Job Creation Law, namely Government Regulation Number 23 of 2021 on Forestry Management and Government Regulation Number 24 of 2021 on Procedures for Imposing Administrative Sanctions and Procedures for Non-Tax State Revenue Originating from Administrative fines in Forestry Sector, of course, will give variety to development in Central Kalimantan, not only in the forestry sector, but also in other related sectors as well as regional development in general. This is inseparable from the condition of the Central Kalimantan region, most of which is a forest area. From the current area of ​​15.3 million hectares, it is recorded that 12.2 million hectares (80%) are forest areas, the rest are Other Use Areas (APL) designated for settlements and non-forestry cultivation, such as food crop agriculture, fisheries, plantations, etc.

However, in the last 20 years, there have been dynamics in the use of land and forest areas in Central Kalimantan. “For that, hopefully this Job Creation Law and its implementing regulations will be one of the solutions,” said Nurul Edy.

Law Number 23 of 2014 on Regional Government has established forestry affairs as a concurrent affair between the Central Government and Provincial Government, especially in terms of management of production forests and protected forests, so the role of the Regional Government, especially the Provincial Government, in supporting forestry development is very important. “However, the division of forestry affairs in Law Number 23 of 2014 must be read and interpreted in accordance with the provisions stipulated in the Law on Job Creation,” he added.

With the end of the 2016-2021 RPJMD period and the last year of the first period of the Governor and Vice Governor of Central Kalimantan H. Sugianto Sabran and Habib H. Ismail Bin Yahya, Nurul Edy hopes that the ranks of forestry office of Central Kalimantan will remain solid and focused on supporting the achievement of the RPJMD targets that have been set in realizing Kalteng BERKAH.

Nurul Edy also invited to make the last 5 years as evaluation material in drafting a strategic plan for regional forestry for the next 5 years in accordance with the direction of the RPJMD’s Vision and Mission for the next period which will be determined. In addition, Nurul reminded the anticipation of the threat of forest and land fires and economic recovery in the midst of pandemic. “I hope that community-based activities in the forestry sector will be further enhanced, in this case the preparation and development of social forestry and forest and land rehabilitation in the form of community forest development outside forest areas, both in size and number of target community groups,” he concluded.
