PALANGKA RAYA – EXECUTIVE ADMINISTRATION BUREAU. Deputy Governor of Central Kalimantan Edy Pratowo attended the commemoration event of the XXVI Regional Autonomy Day 2022, Monday (25/04/2022), virtually via video conference from Jayang Tingang Hall, Governor’s Office.

This event was held at the Ministry of Home Affairs and was attended virtually by all provinces and regencies/municipalities. The participants were the officials from the Ministry of Home Affairs, the heads of State Institutions, governors/regents/mayors, the House of Representatives at provincial/regency/municipality level as well as all elements of the Regional Leadership Coordination Forum at Provincial/District/City provincial/regency/municipality level throughout Indonesia.

This year’s commemoration of Regional Autonomy Day brings the theme “With the Spirit of Regional Autonomy, We Create State Civil Apparatus who are Proactive and with Morals by Establishing Synergies between Central and Regional Government to Realize Golden Indonesia in 2045”.

Minister of Home Affairs Tito Karnavian in his direction delivered by the Secretary General the Ministry of Home Affairs Suhajar Diantoro stated that it is necessary to reflect for a moment to comprehend the philosophical core of the enactment of regional autonomy which turns 26 years old by today.

“Philosophically, the purpose of implementing regional autonomy by delegating some of the authority, part of government affairs, is actually to make the region achieve fiscal independence by exploring various potential resources that can increase regional original income and speed up equal development,” he said.

Furthermore, he said, after 26 years have passed, Regional Autonomy has had a positive impact, as evidenced by the acceleration of development marked by an increase in the Human Development Index, an increase in Regional Original Income (PAD) and regional fiscal capacity. However, the data also shows that the philosophical goals of Regional Autonomy have not fully achieved the expected results.

“On this distinctive occasion, let me express my appreciation and gratitude to the new autonomous regions that have succeeded in increasing their own regional revenue and fiscal capacity. The increase is expected to be used for development programs and people’s welfare, so that it can increase the Human Development Index (HDI), reduce poverty, improve connectivity and access to good infrastructure, “ said the Minister of Home Affairs.

In addition, for regions that have good regional original revenue and fiscal capacity but they still have low HDI, the poverty rate is still quite high, and access to infrastructure is still limited, the Minister of Home Affairs hopes that an evaluation will need to be carried out to ensure that the preparation of programs and activities in the Regional Budget is right on target, effective, and efficient.

“I also appeal to regions that have low PAD to make breakthroughs and innovations to explore various potentials that can provide added value and increase PAD even beyond TKDD without violating existing laws and norms and without burdening the people. This is where the test is as well as the proof of leadership and entrepreneurship skills of the Regional Heads in Indonesia to seize the opportunities,” concluded the Minister of Home Affairs through the Secretary General of the Ministry of Home Affairs, Suhajar Diantoro.

Also on this occasion, the Ministry of Home Affairs launched two online systems, namely the Local Government Administration Report Information System (SI LPPD) version 1.1 and the Virtual Consultation for Regional Autonomy (Kovi).

Attending the event to accompany the Deputy Governor were the Acting Provincial Secretary Nuryakin, the Governor’s Expert Staff, the Assistant and the members of Regional Leadership Coordination Forum as well as a number of heads of the regional institutions of Central Kalimantan Province.
